Village of Tully November 5, 2013: Regular Meeting There was a regular meeting of the Board of Trustees of the Village of Tully on Tuesday, November 5, 2013 at 7:00pm in the Municipal Building.
Pledge of Allegiance/Call to Order Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:01pm. Motion was made by Trustee Flaherty, 2nd by Trustee Poellot to approve the minutes from the October 1, 2013 meeting. Ayes carried. Upon motion by Trustee Flaherty, 2nd by Trustee Yonko it was unanimous to accept the treasurer’s report for October 2013, subject to audit. Public Comment Mike Emerson would like to lease property owned by the Village to hunt. Counsel and the Board are very concerned about liability issues. DPW Training Report: bi-yearly samples were taken. No new issues were covered Maintenance Report: the new raw sewage pump was received and will be installed in the next couple of months Pump house Siding: Harold is still working on obtaining quotes. Brass Water Fittings: There is $2,000.00 available in the budget for brass fitting replacements. The Board hopes to transfer any extra monies into the pump house siding account. Valve Replacement: Received quotes from Lan Co for $6,042.00, W20 for $11,500.00, and LRS for $6,513.00. Upon motion by Trustee Flaherty, 2nd by Trustee Yonko it was unanimous to accept the quote of $6,042.00 from Lan Co... All ayes carried. Beavers: Beavers are creating havoc in the creek near Cummings Park. Harold will contact a trapper. Counsel: Counsel handed out a proposed “Best Practices” procurement law. The Board will review this for discussion at the December meeting. Engineer: We hope to finish the USDA grant for the Board’s approval at the December meeting. Codes: The Board would like more information on what is being down on Route 11, north of Kinneys. Unfinished Business:
New Business: IN THE MATTER OF DESIGNATING OFFICES TO BE FILLED AT THE GENERAL ELECTIONThe Board of Trustees of the Village of Tully, met in regular session at the Municipal Building located at 5833 Meetinghouse Road, in the Village of Tully, Onondaga County, New York on the 5th day of November 2013, commencing at 7:00 PM local time, at which time and place the following members were:
The following resolution was moved by Trustee Poellot, seconded by Trustee Yonko and adopted. WHEREAS, all interested persons had due notice of said meeting, and pursuant to Section 94 of the Public Officers Law (Public Meetings Law), said meeting was open to the general public and due and proper notice of the time and place thereof was duly given as required by law and WHEREAS, Section 15-104 (3) (a) of the Election Law of the State of New York requires that a resolution be adopted by the Village Board of Trustees at least four months prior to the General Election, which resolution designates the office or offices to be filled at said General Election and the terms thereof, NOW THEREFORE BE IT RESOLVED, that the following offices are hereby designated to be filled at the General Election to be held on March 18th, 2014, and the terms of said offices shall be set opposite:
RESOLVED, that the Clerk be and she hereby is directed to publish a copy of this resolution in the Post Standard Newspaper on or before November 18th, 2013. The question of the adoption of the foregoing resolution was duly put to a roll call vote, which resulted as follows: Elizabeth Greenwood voting yes/ Theresa Flaherty voting yes/ Charles Yonko, Jr. voting yes/ Daniel Poellot voting yes/ William Coffin voting absent/ The resolution was thereupon declared to be duly adopted. I, the undersigned Clerk of the Village of Tully, DO HEREBY CERTIFY, that the proceeding resolution was duly adopted by the Board of Trustees of the Village of Tully at a regular meeting of said Board duly called and held on November 5, 2013, that the said resolution was entered into the minutes of said meeting; that I have compared the foregoing copy with the original thereof now on file in my office and that the same is a true and correct transcript of said resolution and of the whole thereof. I, FURTHER CERTIFY, that all members of said Board had due notice of said meeting. Public Comment The Mayor and a group of investors purchased the old ski shop. They plan to put in a grocery store and 2 apartments within the next 6 months. The Joint Planning Board is still working on the comprehensive plan for the Village and the Town. Audit Bills Upon motion by Trustee Flaherty, 2nd by Trustee Poellot, it was unanimous to review and authorize the accountant to pay the bills.
