There was a regular meeting of
the Board of Trustees of the Village of Tully on Tuesday, December 3, 2013 at
7:00pm in the Municipal Building.

Pledge of
Allegiance/Call to Order
Mayor
Greenwood led the Pledge of Allegiance and called the meeting to order at 7:00pm.
Motion was made by Trustee Flaherty,
2nd by Trustee Poellot to approve the minutes for the November 5,
2013 meeting. Ayes carried.
Upon motion by Trustee Poellot,
2nd by Trustee Yonko it was unanimous to accept the treasurer’s
report for November, subject to audit.
Public Comment
DPW
Work Boots: Upon motion by Mayor Greenwood, 2nd
by Trustee Flaherty it was unanimous to authorize the DPW crew to purchase one
pair of work boots per fiscal year.
Employees would be reimbursed up to $100.00 upon receipt of a bill of
sale, no sales tax would be paid out and no roll over allowed. They must be ANSI approved and they must be
worn.
Upon motion by Trustee Flaherty,
2nd by Trustee Yonko it was unanimous to authorize Counsel to
include the above in the employee handbook.
Health Insurance: Upon motion by Trustee Poellot, 2nd
by Trustee Flaherty it was unanimous to authorize the Mayor to enter into a
contract with a new health care provider.
Maintenance Report: no major issues
The DPW is still researching
whether to go with a chain or install a bar into the chipper as per workers
comp recommendations
Training Report: yearly sampling and reports are being done
Upon motion by Trustee Flaherty,
2nd by Trustee Poellot, it was unanimous to authorize Harold to call
a leak detector crew in due to the increase in the amount of work that the pump
is doing.
Trustee Yonko asked that we look
into the restructuring of the use of lifts.
The Village spends a lot of money putting up and taking down flags,
baskets and ornaments.
CODES:
Larian Johnson requested the
Village waive permits for Slayton Square-if the Town applies for the permit
there would be no need for a fee.
New Business:
Upon motion by Trustee Flaherty,
2nd by Trustee Poellot, it was unanimous to move the general payroll
for December to the 20th.
Due to January 1st
being a holiday, the Village Board meeting will be held on Tuesday, January 7,
2014 at 7pm. The Clerk will alert the newspaper. In February we will return to the first
Wednesday of the month.

2nd by Trustee Flaherty it was unanimous to accept the town voter
registration lists. (see attached) ___________________________

The Board of Trustee of the Village of
Tully, met in regular session at the Municipal Building located at 5833
Meetinghouse Road in the Town of Tully, Onondaga County, New York on the 3rd
day of December 2013, commencing at 7:00 o’clock PM, local time and place the
following members were:

The
following resolution was moved by Trustee Poellot, seconded by Trustee Flaherty
and adopted:
WHEREAS, all interested persons had due notice of said meeting, and
pursuant to Section 94 of the Public Officers Law (Public Meetings Law), said
meeting was open to the general public and due and proper notice of the time
and place thereof was duly given as required by law, and
WHEREAS, Section 15-118 (6A) indicates that the Village may adopt a
resolution accepting the County Board of Elections registration list as its
own; now therefore be it
RESOLVED, that the Board of Trustees of the Village hereby accepts the
voter registration list of the Onondaga County Board of Elections and adopts
said list as the official voter registration list to be used by the official
inspectors of election in the registration of Village voters for the 2014
General Village Election.
The question of the adoption of the foregoing resolution was duly put
to a roll call vote, which resulted as follows:

that the proceeding resolution was duly adopted by the Board of Trustees of the
Village of Tully at a regular meeting of said Board duly called and held on
December 3rd, 2013, that the said resolution was entered in the
minutes of said meeting; that I have
compared the foregoing copy with the original thereof now on file in my office
and that the same is true and correct transcript of said resolution and of the
whole thereof.

following resolution was moved by Trustee Poellot, seconded by Trustee Flaherty

WHEREAS, all interested persons had due notice of said meeting, and

WHEREAS, the annual elections for
the Village of Tully will be held on March 18th, 2014 and
WHEREAS, the Board of Trustees of the Village of Tully deems it
advisable to use voting machines in connection with said election: and
WHEREAS, the Tully School District has available for the Village of
Tully certain voting machines owned by it, now therefore be it
RESOLVED, that the Village Board of the Village of Tully hereby
authorizes the use of Tully School District’s voting machines at the annual
election for the Village of Tully on March 18th, 2014, and
authorizes the Mayor to execute the necessary contracts and documents in
connection with the lease of said machines from the Tully School District.
The question of the adoption of

Engineer:
The Mayor and the clerk have
finished their part of the grant. The
engineer will have his work done shortly and the grant will be submitted.
Public Comment
Audit Bills
Upon motion
by Trustee Flaherty, 2nd by Trustee Poellot, it was unanimous to
review and authorize the accountant to pay the bills, subject to audit.
Upon motion of Trustee Flaherty,
2nd by Trustee Yonko it was unanimous to adjourn at 7:38pm.
