Village of Tully
April 2, 2014 Regular Meeting
There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, April 2, 2014 at 7:00pm in the Municipal Building.
Pledge of Allegiance/Call to Order
Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:00pm.
Motion was made by Trustee Poellot, 2nd by Trustee Yonko to approve the minutes for the March 5, 2014. Ayes carried. Trustee Vernay abstained.
Upon motion by Trustee Vernay, 2nd by Trustee Flaherty it was unanimous to accept the treasurer’s report, subject to audit.
Upon motion by Trustee Yonko, 2nd by Trustee Poellot it was unanimous to approve the transfers.
Public Comment
Mr. Dix, State Street resident, would like the Village, School and NYSDOT to work together to correct the drainage from Route 80. Rain water runs off Melinda, Village View Drive and Skadden Terrace comes down under route 80 and under the school fields. It then floods the cellars of Dix, Chimene and Suter households. It also floods State Street resulting in hazardous driving conditions and undermining the road. The Tully Fire Department was called due to the conditions and their work was greatly appreciated by the residents. Trustee Flaherty will attend the school board meeting on Monday. Hopefully the School, Village and NYSDOT can come up with a solution.
7:28 pm the public hearing for the 2014-2015 village budget was opened by Mayor Greenwood.
The amount to be received from County may be reduced significantly therefore we must reduce the amount set up for sewer lining.
Accountant recommended that we add a line to payroll for administrative work done by the DPW Supervisor.
Upon motion by Trustee Poellot, 2nd by Trustee Flaherty it was unanimous to reduce the Mayor’s salary to $4,000.00. The balance of $500.00 would be applied to “in kind” work for TAG at the new park in the center of the Village.
Upon motion by Trustee Poellot, 2nd by Trustee Yonko it was unanimous to close the public hearing at 7:38pm.
Upon motion by Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to adopt the budget.
The final budget will be posted on the website or may be viewed at the Village office during regular business hours.
DPW
VFD: The quote from EMA was accepted for a variable speed drive retrofit for $2,050.00
Actuator: received quotes from RM $2,999.99 and Auma-$3365.00 for a new actuator.
Upon motion by Trustee Poellot, 2nd by Trustee Yonko it was unanimous to accept the quotes from EMA for the VFD and RM for the Actuator.
Hydrant: Vendors will return once the weather improves we should have quotes for the May meeting.
Training Report: annual and semiannual samples were taken and reported
Maintenance Report: no major items – DPW is still working on the injector pump.
Clean up day is scheduled for May 10th 9am to 3pm. NO televisions will be accepted.

Upon motion by Trustee Vernay, 2nd by Trustee Flaherty it was unanimous to declare the old DPW computer surplus.

Annual Resolutions:
Upon motion by Trustee Flaherty 2nd by Trustee Yonko it was unanimous to approve Resolution #1.
Upon motion by Trustee Flaherty, 2nd by Trustee Poellot, it was approved to accept Resolution #2. 4 ayes 1 no.
Upon motion by Trustee Flaherty, 2nd by Trustee Poellot it was approved to accept Resolution #3. 4 ayes 1 no.
Upon motion by Trustee Yonko, 2nd by Trustee Flaherty it was unanimous to accept Resolutions 4 through 18.
Codes will investigate the yellow apartments on Grove Street, questions concerning garbage.
Members of the Board volunteered to be Commissioners for the following Boards:
Parks & Recreation: Theresa Flaherty
Public Works: Daniel Poellot
Planning/Zoning: Charles Yonko, Jr
Public Safety: Kathryn Vernay
At the May meeting each Commissioner will present their ideas and plans for the following year.

Audit Bills
Upon motion by Trustee Poellot, 2nd by Trustee Flaherty, it was unanimous to review and authorize the accountant to pay the bills, subject to audit.
Upon motion of Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to adjourn at 8:16pm.
