May 7, 2014 Regular Meeting

There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, May 7, 2014 at 7:00pm in the Municipal Building.

Pledge of Allegiance/Call to Order

Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:00pm.

Motion was made by Trustee Poellot, 2nd by Trustee Vernay to approve the minutes for the April 2, 2014.  Ayes carried. 

Upon motion by Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to accept the treasurer’s report, subject to audit.

Upon motion by Trustee Flaherty, 2nd by Trustee Poellot it was unanimous to approve the transfers.

Upon motion by Trustee Vernay, 2nd by Trustee Poellot, it was unanimous to authorize the Mayor to approve any transfers needed before the June meeting.  All ayes carried.

Public Comment

DPW

Hydrant:  quotes for 3 new hydrants:

Adhan $14,500.00

W2O $16,000.00

Proulx $18,000.00

Upon motion by Trustee Vernay 2nd by Trustee Poellot, it was unanimous to accept the quote from Adhan.  All ayes carried.

Street work: Upon motion by Trustee Flaherty 2nd by Trustee Yonko, it was unanimous to accept county contract from Suit-Kote of $31,797.42 for street work on Community, Lincoln, Melinda, Village View, and Catherine Streets.  All ayes carried.

Backhoe Tires: Upon motion by Trustee Poellot, 2nd by Trustee Vernay, it was unanimous to purchase 4 new tires for the backhoe at $1,900.00 total.  All ayes carried.

Health Dept.: a letter was received from Onondaga County Health dept. that the chlorinator was not working properly.  DPW was in the process of repairing it at the time of inspection.  No bacteria were detected.

Clean up day is scheduled for May 10th 9am to 3pm.  NO televisions will be accepted.

Maintenance Report:  The VFD (controls pump speed) was installed.

Tully United Church had a major break in their water line.  They are hoping that we will adjust their water bill in September.  The Board will look into it at that time.

The punch list for LRS is still open.  The Village will request that they finish the work and if it is not completed we will finish the work and deduct it from the monies on hold.

Codes:

Tully Ag:  Ralph inspected the area and found no spoilage at this time.

8 Robin Lane:  Codes will check out complains of garbage, used appliances and old vehicles.

54 State Street:  Codes will look into contacting the owner about mowing the lawn and general upkeep.

Counsel:

No report

Engineer:

USDA will loan us the monies to repair and upgrade the water system at 2 ½% for 38 years.  The Mayor has created a flyer to be passed out to Village residents explaining the need and scope of the project.  There will also be a number of informative meetings.  The first will be June 4th at the monthly village board meeting.

7:45 the village joined the town for a presentation on the school budget.

8:25 the Village Board returned to its regular meeting.

The Village plans to send a representative to a meeting with Mr. Dix, the town, the school and NYSDOT in regards to the flooding issues at the Dix and Chimene residence.

New Business:

Parks & Recreation:  Trustee Theresa Flaherty will be checking on trees planted last year, including the ones planted at the Community garden.

There will be an announcement on the website requesting peoples whom are interested in planting and maintaining a tree.  If the budget allows the possibility of planting a couple of larger trees in the right of way within the Village limits to help with the appearance in the Village.

 A meeting with Harold to go over other equipment or repairs that may need to be done 

Public Works:  Trustee Daniel Poellot will continue with helping DPW with their computer.

Planning/Zoning:  Trustee Charles Yonko, Jr has made contact with Marcellus to look over their recent update to codes.

Public Safety: Trustee Kathryn Vernay will work on scheduling completing work at the Precinct.

·         Rafter tails on north and east need painting and possible pressure washing

·         Back room needs scuttle cover

·         Heat in utility room needs grills over and/or under door and shelf

·         Bathe needs a sconce, grab bar mounted, curtain and mirror

·         Ceiling fixtures

·         Honeycomb plastic soffit vent, 4 foot strips need to be ordered

·         Hang fire extinguisher

·         Floor needs caulk and leveling

·         Lawn is full of gravel

Audit Bills

Upon motion by Trustee Poellot, 2nd by Trustee Vernay, it was unanimous to review and authorize the accountant to pay the bills, subject to audit. 

Upon motion of Trustee Poellot, 2nd by Trustee Vernay it was unanimous to adjourn at 9:08pm.
