Village of Tully
October 1, 2014 Regular Meeting
There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, October 1, 2014 at 7:00pm in the Municipal Building.
Pledge of Allegiance/Call to Order
Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:05pm.
Motion was made by Trustee Flaherty, 2nd by Trustee Vernay to approve the minutes for the September 3, 2014 meeting. Ayes carried.
Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to accept the treasurer’s report, subject to audit.
Upon motion by Trustee Vernay, 2nd by Trustee Flaherty it was unanimous to approve budget transfers.
Public Comment:
Alan Coffin: TUCC had a large water main leak and requested a lowering of charges. Historically the Village has not granted this request, according to state law it would be considered a gift of services. Mr. Coffin expressed his appreciation of the Board’s willingness to listen to the TUCC request.
Sally Brown Kurtz: Harold has found a plumber that would work on the East pit meter. The water main that goes under Rte. 80 would need to be excavated. Then a remote meter would be installed. The cost to the outside users would be for the pit meter. The Village would cover the cost of the excavation and repairs to the water main. Harold must obtain an additional quote. The Quote from (Bat-con) would be about $500.00 for the outside users and several thousand for the Village. The work needs to be completed before the ground freezes.
Janet McKnight: Ms. McKnight expressed her displeasure with Tully Ag. In April, 2014 she asked Tully Ag to clean up all the red corn dust on her property; she is still waiting for it to be done. The red silt comes in through her screens and into her house and is covering her yard. Trucks are coming and going into Tully Ag yard without proper coverings. It is a state law that loads be covered. The Village cannot enforce this but she should call the sheriff’s office and/or the state troopers. She would like Codes to write a letter requiring Tully Ag to clean up her yard and their yard of red dust and dirt. Tully Ag is in compliance with the rules and regulations in our code book. The Village has come to the limit on what they can do based on our village and state codes and laws.
DPW:
Elementary School water meter: The meter is getting old and will need to be replaced. The estimated cost may be as high as $5000.00 not counting installation. Trustee Flaherty will speak with the school officials.
RR street survey: Two property owners want the Village to pay for a survey and reset stakes. The Mayor has explained that this cannot be done.
Land spread Report: Paul Sheneman spoke with the DEC and found out what they need for the report. The village would need to budget $3,000.00 at $125.00/hr. Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to approve Paul Sheneman to compile the report for the DEC regarding the Banner Farm.
Training Report: Mud and copper samples were taken. Clean up day is scheduled for October 11, 2014, 9am – 3pm.
Maintenance Report: A tree on Onondaga Street, near Margets, falls in the village right of way and needs to be removed. Harold will take care of it.
Codes:
The Whalen property owners have been contacted repeatedly regarding the condition of the lawn. The owners are not cooperative.

Resolution for water project:
Kathy made motion to approve the resolution, Dan 2nd, all ayes
Hunting on Banner Farm: the Board is not in favor of a land steward for the Banner Farm.
New Business:
The Village is taking applications for the position of Fire Commissioner. The appointment will be at the December meeting.
Trustee Flaherty ordered 4 red oak trees. Two are to be planted at Cummings Park and two to be planted on Onondaga Street.

Audit Bills
Upon motion by Trustee Vernay, 2nd by Trustee Poellot, it was unanimous to review and authorize the accountant to pay the bills, subject to audit.
Upon motion of Trustee Poellot, 2nd by Trustee Vernay it was unanimous to adjourn at8:32pm.
