There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, September 7, 2016 at 7:00pm in the Municipal Building.

Pledge of Allegiance/Call to Order
Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:04pm.
Motion was made by Trustee Vernay, 2nd by Trustee Poellot to approve the minutes from the July 6th & August 3rd meetings. Ayes carried.
Public Comment
Mike Emerson presented his case to bow hunting on Village property. The Village will send copies of the binder to Counsel and our insurance carrier. They will report their findings and then the Village will vote on the item.
DPW
Upon motion by Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to accept the following vendors quotes:
Overhead door: Genson $3,720.00
Precinct: BA Construction $1,643.00
Creek Cleaning: Whiteys Excavation $5,500.00
The complete quotes are on file at the Village office and may be viewed during regular office hours. All accepted quotes fell within budgeted amounts.
Softline Computer System: Harold reviewed their system and it would make their job more complicated. Therefore, we are not interested at this time in a new software system.
Some cross walk detector pads need replacement. Harold will work on scheduling this.

NYS adopted the international building code but is has decided to keep the old codes
The public hearing for LL-1-2016 regarding the FEMA floodplain should be ready for the October 5th meeting.
Engineer:
Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to accept the bid of $106,520.00 from National Water Main Cleaning to continue with phase 3 of the Sanitary Sewer I & I removal project. We would also accept 4 alternates totaling an additional $34,994.00. the final amount would be $141,514.00 which would be within budgeted amounts.
USDA Water project: the tank should be installed this Fall
Upon motion of Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to accept the treasurer's report subject to audit.
OLD BUSINESS: Counsel is waiting for paperwork from Mary Ann Ralbovsky regarding the Council for the Arts.
Upon motion by Trustee Vernay, 2nd by Trustee Poellot it was unanimous to declare parts of the Village as an Arts district.
Public Comment
The Mayor will write a letter thanking the St Leo's confirmation class for the excellent job painting 20 or so fire hydrants.
The Mayor will also send letters to TAG for the assistance in watering the hanging baskets.
A letter will be sent to Kings Corner Market to celebrate 5 years of success.
Audit Bills
Upon motion by Trustee Poellot, 2nd by Trustee Flaherty, it was unanimous to review and authorize the accountant to pay the bills.
Upon motion of Trustee Poellot, 2nd by Mayor Greenwood it was unanimous to adjourn at 8:17pm.
