October 5, 2016 Regular Meeting There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, October 5, 2016 at 7:00pm in the Municipal Building. Present: Theresa Flaherty, Deputy Mayor Daniel Poellot, Trustee Charles Yonko, Jr, Trustee Kathryn Vernay, Trustee Ruth Van Buskirk, Clerk/Treasurer Thomas Chartrand, Accountant Harold Kiehl, DPW Steve Primo, Counsel Ralph Lamson, Codes Ken Teter, Engineer
Absent: Elizabeth Greenwood Visitors: Frank Speziale Michael Emerson
Pledge of Allegiance/Call to Order Deputy Mayor Flaherty led the Pledge of Allegiance and called the meeting to order at 7:03pm. Motion was made by Trustee Poellot, 2nd by Trustee Vernay to approve the minutes for the September 7, 2016 meeting. Ayes carried. Upon motion by Trustee Vernay, 2nd by Trustee Poellot it was unanimous to accept the treasurer’s report, subject to audit. Upon motion by Trustee Yonko, 2nd by Trustee Poellot it was unanimous to open the public hearing for LL2-2016 at 7:05pm. Public Comment Mr. Emerson presented his case again to lease part of the Banner Farm for bow hunting. He was informed by Counsel that Counsel and the Village insurance company advised against it. Mr. Emerson would like to be notified if it goes to bid or out to sale. DPW Tully Hill: they are building a new pump station, they need a building permit and our Engineer and DPW superintendent would need to verify that it would not affect the Village water system. Quotes for shop heat: Holbrook $5,315.00, Woodcock & Armani $8,566.00, Falso $5,825.00 Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to accept Holbrook’s quote subject to execution confirmation of Village’s standard contract. Quote for power and lighting to the wood garage: Tim’s Consultant $3295.00, Billitier $3,800.00 Upon motion by Deputy Mayor Flaherty, 2nd by Trustee Yonko it was unanimous to accept the quote from Tim’s Consultant. Training Report: The crew has been busy locating water mains for the upcoming water project. Maintenance Report: no major items Clean up day is scheduled for October 8th, 2016 from 9am to 3pm. Codes: Upon motion by Trustee Poellot, 2nd by Trustee Yonko it was unanimous to close the public hearing for LL2-2016. Upon motion by Trustee Yonko, 2nd by Trustee Flaherty it was unanimous to adopt LL2-2016 (Note: see attached Document) Counsel: The grant for the pathway to Route 281 has been put on hold due to the requirement that we obtain an easement from ESF. There was also a discussion on whether Village monies could or should pay for something outside of the Village. Engineer: The tentative dates for the water project: 10/6 &7 additional mobilization of equipment and deliveries of pipe etc., HDPE sections will be fused in anticipation of next week 10/10: tree removal, directional bore installations, backfilling of the tank ring wall and prep for the sub-base, 10/17: start installation of pipe, valves, hydrants, etc., work will continue as long as the weather holds Upon motion by Trustee Poellot, 2nd by Trustee Vernay, it was unanimous to authorize the Deputy Mayor to sign the contract with Water Main Cleaning. Upon motion by Trustee Flaherty, 2nd by Trustee Yonko it was unanimous to waive the building permit fee for the Village water tank. New Business: A fire commissioner and joint planning board member are up for reappointment this year. The Village zoning board of appeals still has one opening and one reappointment this year. Anyone interested please contact the Village office or a board member. Public Comment Audit Bills Upon motion by Trustee Vernay, 2nd by Trustee Flaherty, it was unanimous to review and authorize the accountant to pay the bills, subject to audit.
