December 7, 2016:  Regular Meeting

There was a regular meeting of the Board of Trustees of the Village of Tully on Wednesday, December 7, 2016 at 7:00pm in the Municipal Building.


Present:     Elizabeth Greenwood, Mayor

                  Theresa Flaherty, Deputy Mayor

                   Daniel Poellot, Trustee

                  Kathryn Vernay, Trustee

                  Steve Primo, Counsel

                  Ruth Van Buskirk, Clerk/Treasurer

                  Thomas Chartrand, Accountant

                  Harold Kiehl, DPW

Pledge of Allegiance/Call to Order


Mayor Greenwood led the Pledge of Allegiance and called the meeting to order at 7:01pm.


The Board sat in a moment of silence in observance of Pearl Harbor Day.


Motion was made by Trustee Vernay, 2nd by Trustee Poellot to approve the minutes for the November 2nd, 2016 meeting.  Ayes carried. 


Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to accept the treasurer’s report, subject to audit.


Upon motion by Trustee Flaherty, 2nd by Trustee Vernay it was unanimous to move the December payroll to 12/16/16.  All ayes carried


Upon motion by Trustee Poellot, 2nd by Trustee Flaherty it was unanimous to move crossing guards to $9.70/hr in January 2017 as per NYS law.


Public Comment

Christmas lights were put up today.

Anthony “Sonny” Battle is applying for reappointment to the Fire Commissioners, he is the current chairman.

Scott Memory is also interested in the position.


DPW


Pulaski meter:  Harold has not had an opportunity to pull the meter.  He has had difficulty in contacting Jim Pulaski.  If the meter is found to be working properly than the balance of the water bill needs to be paid.  The Mayor will craft a letter stating the above.

The DPW crew has been very busy with the water project.  It is going well and they should be buttoning things up for the winter and then will finish up work in the Spring.


COUNSEL:

Counsel is working on the “art district” wording.  Counsel will also contact DOT and ESF regarding the pathway along route 80.

New Business:


The Mayor stated that the Board really appreciated that we had 2 applicants for fire commissioner.  Sonny had already served 5 years on the board and was elected chairman.  The Mayor saw no reason to change something that was running smoothly.

Upon motion by Trustee Poellot, 2nd by Trustee Vernay it was unanimous to accept the Mayor’s appointment of Sonny Battle.

The Mayor urged Scott to be a member of the ZBA or planning board.  He declined both.

There are still opening on both of those boards please contact the office or the Mayor if you are interested.


Engineer:


Ken Teter reported on the phase III of the sewer project.  He is waiting for the report on manhole repairs.


Water Project:  Austin, Skadden, most of Warren all completed and reconnected.  Everything that did not need sidewalk replacement will be done in the next few days.


All the parts for the water tank are here.  The crew will be here sometime next week.


There is a meeting here, Thursday at 1pm with USDA.


Upon motion by Trustee Vernay, 2nd by Trustee Flaherty it was unanimous to approve pay request #2 for payment to North Country.


 

Audit Bills


Upon motion by Trustee Vernay, 2nd by Trustee Flaherty, it was unanimous to review and authorize the accountant to pay the bills. 


Upon motion of Trustee Vernay, 2nd by Trustee Flaherty it was unanimous to adjourn at 8:25pm.
